If a plugin does a few things, we need to be able to put it into pluginname/ directory and do these things in different files.

Instead of

handle_command(...) {if cmd=='op' : .... ; if cmd == 'deop' : ...},

create plugins/pluginname/op.py and plugins/pluginname/deop.py, and have handle_command(...) {...} in each. Shared subroutines can still stay in plugins/pluginname.py
