it looks like the new output files are
tex4ht.dir/texmf/tex4ht/ht-fonts/alias/ec/eccc.htf
tex4ht.dir/texmf/tex4ht/ht-fonts/unicode/ec/eccc-uni.ht

does that sound right? (and no existing files were changed)

I'm afraid htfgen seems way over my head …

Consider the following MWE:

\usepackage[utf8]{inputenc}
\usepackage[T1]{fontenc}
\usepackage[style=german, german=swiss,autostyle=true]{csquotes}
\MakeBlockQuote{<}{|}{>}

\begin{document}
\textsc{Test}
<Hallo>
\textsc{Hallo}
\end{document}

When running `mk4ht oolatex`, \textsc isn't rendered as small-caps but as all UPPERCASE. If I comment '\usepackage[T1]{fontenc}` out, \textsc is rendered correctly, but the guillemets of csquotes don't work anymore.
