I think we fixed eso-pic support in the meantime. I've just updated it.

Basically, we just block eso-pic commands from doing anything, as the usual usage doesn't make sense in non-paged output.

Regarding http://tug.org/pipermail/tex4ht/2014q3/001046.html, the author reported in separate email that the culprit was \usepackage{eso-pic} -- this results in the numerous "empty picture" complaints from tex4ht.
