The test file seems to work now, so the issue was fixed in the meantime.

See attached file. When run with

latex test.tex

there are no errors and the output is as expected with a tag of * against the equation.

When run with

htlatex test.tex

the following error occurs

"! Package amsmath Error: \tag not allowed here.

See the amsmath package documentation for explanation.
Type H <return> for immediate help.
...

l.8 x=y\tag
{*}"

and no tag shows in the output.

This is on Ubuntu 14.04 with up to date versions
