Problem has been fixed by inializing \NR:Type as suggested by David Carlisle. Lit sources modified and committed. New version of nameref.4ht is attached.

When hyperref is used in simple document without sectioning commands, usage of \label command issues error. This is because macro \NR:Type is used internally by \label here, but only sectioning commands defines the macro. David Carlisle suggested fix:

\let\NR:Type\relax

This should be placed somewhere in the nameref.4ht
