there is not much information, but in order to get correct unicode output, you need:
1. use \usepackage[utf8]{inputenc} in your source file
2. use command line options for telling tex4ht that your file is in unicode. For example:

htlatex ryba.tex "xhtml, utf-8" " -cunihtf -utf8"
